GOVERNMENT TOLD THE ACTNG PRESIDENT OF PSA TO LEAVE WORK
&
PSA STARTS 1ST EVER INDUSTRIAL ACTION IN TONGA AGAINST
4 PRIVATE SECTOR ENTERPRISES
Government demanded the Acting President of the PSA, Mr. Vili Vete, to go on leave from work starting today for signing a letter of the PSA on the 08th June demanding the Commissioners’ resignation from the Public Service Commission. The Acting President who has worked in the Ministry of Education for 43 years received a letter hand-delivered by the CEO of Education himself, Dr. Uili Fukofuka. The letter, although signed by the CEO, stated that it was the direction of the Minister of Education, Rev. Tevita Palefau. The CEO was apologetic to the Acting President as he does not believe the decision made but he told the Acting President that he has no power as the decision “came from above”.
Since March 2006, the PSA has been negotiating with Government not to defer or cancel the benefits (annual increments, acting allowance, over time, promotions) of the Public Servants because they (Government) still granted the Soldiers and Police, Heads of Departments, Deputy Heads of Departments, and themselves (Ministers and Prime Minister) their respective benefits. During the negotiations Government had never once met with the PSA, all negotiations was done through writing.
In June 2006, Government in their effort to lay off 1,000 Public Servants, they had not followed the procedure in the Voluntary Redundancy Policy in which they were required to identify the posts that are needed to be made redundant. Instead they just let the Public Servants volunteered to be made redundant hence a lot of the much needed posts in the Public Service were abolished. Amongst these critical posts were principal and deputy principal posts in most of the Government schools in Tonga. This move in mid 2006 had affected the exams of the students last year. The remaining limited teachers are still struggling this year to teach the over crowded classroom. The new CEO of Education had requested nearly 200 new posts for the Ministry of Education for this financial year (2007/08) but only 4 posts were granted. Most of the new posts were allocated to the Army and Police.
Government in February earlier this year had suspended without pay for 11 weeks the Secretary General of PSA, Ms. Mele ‘Amanaki, for standing for the rights of not only the Public Servants but also the People of Tonga in their quest for democracy.
Given the above, the PSA demanded on the 08th June for the Commissioners of the Public Service Commission (who were responsible for the above decisions on behalf of Government) to resign by the end of June. The Commissioners are the General Manager of the Westpac Bank, Marketing Manager of the Tonga Communication Corporation, and the Owner of the Office Equipment and Pacific Hardware Timber. All 3 Commissioners are personal friends of the Prime Minister of Tonga.
Since the Commissioners have refused to resign from the PSC, the PSA started today boycotting the companies where the Commissioners are formally employed. This is the first ever industrial action in Tonga against any private enterprises in this magnitude.
The PSA will move hundreds of their members accounts from the Westpac Bank to another bank. The PSA members are also members of the Retirement Fund Board (RFB), who has a $12m investment in the Westpac Bank, and they will consider requesting to their RFB not to invest anymore of their money in the Westpac Bank and remove their investment as soon as it matures, if the General Manager of the Westpac Bank does not resign from the PSC by the end of this month. Although the Prime Minister chairs the RFB and 2 Ministers sits at the Board, the PSA hopes that they will not jeopardize their retirement fund by refusing to cooperate.
The PSA members will also boycott the TCC, Office Equipment and Pacific Hardware Timber by not buying the mobile telephone cards and products.
The PSA will continue the boycott until the 3 Commissioners resigns from the PSC and Government. Government’s continuing efforts to ignore the PSA since after the strike in September 2005 and suspending their leaders from work to weaken their stance will not do Government and the Public Service any good.
