The PSA Secretary General, Ms. Mele ‘Amanaki, received a letter from the Public Service (PSC) last Friday 03rd August 5, 2007 advising that she has been dismissed from the Public Service effective from the 30th July, 2007.

The decision made by the PSC was based on the allegations made by the CEO of Agriculture, Food, Forestry & Fisheries, Mr. Peni Vea, that Ms. ‘Amanaki has breached the Code of Conduct of the Public Service when she (1) submitted in May the PSA’s report of their survey on the views of the Public Servants on the Memorandum of Understanding (MOU) between Government and the Dissatisfied Public Servants during the 2005 strike; and (2) submitted in July PSA’s letter informing the CEOs that the PSA will be submitting a petition to the King, over Government breaching of the MOU, during lunch time on the 06th July and requested for their members to be excused if they would be late to work should their function is delayed.

The CEO made the allegations after direction by the Prime Minister who is also the Acting Minister for Agriculture, Food, Forestry & Fisheries for same to be made against Ms. ‘Amanaki. Ms. ‘Amanaki was currently on vacation leave when the alleged actions were made and was not due back to work until the end of this month.

Furthermore, the MOU was still in valid when Mele submitted the PSA’s report. It is PSA’s concern that if anyone makes an MOU with Government, he or she would be dismissed if they follow up their agreement with Government when they breached the MOU. This poses the question of how reliable and genuine Government is when making any promises to the Public Servants and/or the Public.

Ms. ‘Amanaki has submitted an appeal to Cabinet as per the provision in the Public Service Act, however, it is ironic that the appeal has to be made to the very person who had wanted her to be punished in the first place since the Prime Minister and Acting Minister of Agriculture, Food, Forestry & Fisheries is the chairperson of Cabinet.

PRESS RELEASE PREPARED BY THE PSA EXECUTIVE BOARD

I wonder with a title like that, what will this drivel allude to?
Who knows whether the culprit in this story supported the Public Servants Association's strikes in 2006 that led to the 60, 70, 80 % pay rise for Public Servants. It may be that this is really an endemic problem with just the blood sucking section at the Vaiola Hospital.
In the last three years, we have had cause to visit the Vaiola Hospital for them to take four samples of blood. Now, I don't know about you, but I don't know of too many people out there who find it the least enjoyable to trip over to the Hospital to get blood taken out of them. We now have a 100% success record with the Blood Sucking section at the Hospital, where they have either lost the samples or otherwise found a reason to not conjure the report for which the blood was taken.
I think some of the sample was taken before the pay rise, and the last very recent is well after the promised improvements in Public Servant attitude and ethics. Since we all find it an urgent issue (sometimes relating to serious medical conditions) when blood is taken that the lab reports be efficiently and expediently returned to the doctors, it really is inexcusable for the blood team to be losing people's samples.
What is more inexcusable is to just sit on the 'lost thing' until a doctor or patient makes an enquiry requesting updates on the lab report status.
In our most recent fiasco with the Hospital Blood Unit, they are reporting to the doctor that 'Ofa didn't take a sample. Gee, that was pretty dumb of 'Ofa to go to the hospital, pay for the blood sample and an X-Ray. Turn up for the X-ray, but not for taking your blood.
Making mistakes is part of life, incompetence is something we try to avoid, being incompetent and then also trying to hide it is just plain inexcusable.
AND which government system will resolve this incompetence? Neither democratic nor monarchic government have exclusive rights to hypocrisy nor mediocrity, they seem to be in abundant measures these days.
So, Taimi 'o Tonga reports last week that the pharmacy department employs incompetents, and last night we find out further incompetence in the blood unit.
When Ma'ake heard our story on the missing blood sample his response was: Ko Tonga 'eni.
Ko e founga foki 'oku tau ngaue'aki 'i Tonga ni ke 'iai pe hato maheni, ka e tautau tefito ki Falemahaki. Ko e 'iai pe hato maheni pea faingofua ange 'a e fakalelei'i 'o 'u me'a ni. Ko e 'ikai pe ...
Ka te feinga kita ke fai he "founga totonu" mahalo ko ha'o mate palapala ia 'a'au.

Below is a piece of news from Radio NZ website:

Appeal over sacking in Tonga of outspoken public servant

Posted at 23:10 on 07 August, 2007 UTC
The secretary-general of Tonga’s Public Service Association, Mele ’Amanaki, is appealing her dismissal from a public service job at the Ministry of Agriculture.
She was informed that she had been sacked for breaching the public service code of conduct by allegedly being involved in political activities.
Ms ’Amanaki says all she did was submit a petition from the PSA calling on the government to honour its commitment to public servants over pay and conditions, and send in a survey of the thoughts of PSA members on the situation.
She says the directive for her sacking came from the prime minister, Dr Feleti Sevele, who is also the acting Minister of Agriculture and the chair of cabinet.
Ms ’Amanaki says she is not hopeful that cabinet will overturn the PSC decision because Dr Sevele initiated the allegations.
“If my appeal to cabinet is not forthcoming which I don’t think it will because the person who had initiated the allegation is the prime minister and the chair of cabinet. It’s ironic because I am appealing to him. If my appeal is not forthcoming, then I can sue the government in the Supreme Court.”
Mele ’Amanaki says her sacking by the Public Service Commission is an attempt by the government to intimidate and frighten the PSA executive and its members.
