The latest report from the Asian Development Bank's Pacific Economic Monitor says Tonga is facing a high risk of debt distress.

The bank's assessment comes less than a week after Tonga's Prime Minister denounced claims in a leaked document, that his country is virtually bankrupt.

GARRETT: The Pacific Economic Monitor says four countries are facing serious pressure on their national budget's - In Kiribati and Tuvalu, poor trust fund performance and loss of jobs by seafarers is mainly to blame.

In Fiji and Tonga government debt is a now a major problem.

Tonga, in particular, has been hard hit by the global economic crisis. Government revenue this year is 20 per cent less than expected and next year, another small fall, is likely.

The Pacific Economic Monitor says tonga faces a high risk of debt distress.

ADB economist, Emma Veve explains.

VEVE: tonga has borrowed extensively over a number of years now, and had breached a sort of rule of thumb, having 40 per cent of their GDP as debt. they've gone over that level and organisations such as the Asian Development Bank and the World Bank are not actually lending to tonga now. We've made a decision to give money that we would in the past have lent Tonga, give it as a grant. however, Tonga, ..last year, in 2010 for example, took out additional borrowings from elsewhere and have really started to push up levels to where they are having to make decisions to pay back that debt, which mean that some of their expenditure areas for government have to be cut. they can be cut in different ways; through employing less people in the public service or providing less services to the public but its a trade-off. Repaying those debts that they've borrowed for road upgrading, for rebuilding the Nuku'alofa town centre etc, mean cuts in government services in the future.

GARRETT: In the past few years Tonga has committed substantial national resources to strengthen its budget management but weaknesses remain.

Remittances are now starting to improve, but Emma Veve says the way forward will not be easy.

VEVE: tonga again needs to look carefully at what it is spending its money on and needs to make some decisions about ensuring productive investments that will help the economy grow and will help the private sector grow more. The private sector in Tonga has been having it hard for some time now and they need to be the engine that drives the economy. government needs to continue to look at ways of improving the environment for the private sector to operate in and freeing up some space in the economy by continuing to reform the state-owned enterprises, as they have been, to create new opportunities for the private sector to step in and create jobs and economic growth.

GARRETT: Tonga's first democartically elected government is just taking over the reins of government. just how difficult a task are they facing?

They have a fairly difficult task ahead of them. There are pressures within Tonga to continue expending at rates the government have but the question is 'Is tonga actually able to afford that?'. and while there are development partners stepping forward and providing support to the tongan government through budget support, which is something ADB has done this year, that is not a situation which is sustainable year after year after year. the new government will have to make some decisions on where its priorities lie and what it wants to spend the resources it has available to it on.

GARRETT: What would your message to the people of Tonga be as the new government tries to negotiate these difficult economic conditions?

VEVE: The people need to be aware that they have had this great opportunity to elect a new government. many of the people they have elected are new to government and face a task that would be daunting to many of the longer term governments in the Pacific so while it might take a while for the government to come together as a cohesive whole and to determine the priorities, I think people need to be fairly vocal to their members in what they see as being the essential services they need and help government make these decisions in a democratic and consultative manner.
