Former Chairman of Tonga Rugby, Former Broadcaster and now member of Parliament Sangster Saulala.

THE man who was chairman of the Tonga Rugby Board (TRU) during the last Rugby World Cup in 2007 wants to come back and take over TRU, citing the success of the Tonga national team at the last World Cup as due to his leadership.

Sangster Saulala, former controversial Rugby Administrator and now member of Parliament, launched a petition with the Prime Minister’s office last week, asking that current Chairman and CEO, Mr Bob Tuckey, be ousted from TRU. Together with others, he wants to take over the Board to prepare for this year’s World Cup.

Saulala is infamous for the alleged misuse of millions of TRU funds during his time as Rugby Board Chairman. An audited report of the Board’s finances from 2004 – 2008 reveals serious improper use of finances, as well as money being used without properly accounting for it or information about their use incomplete.

But Saulala’s petition revolves around Mr Tuckey’s $300k payment a year, as well as the fact he stays at a hotel in Nuku’alofa. He believes Mr Tuckey is excessively paid, and frivolous in staying at a hotel and not in a private house. Mr Tuckey is from Australia, and is in Tonga under request from Government to put the affairs of the Board in order, and to prepare Tonga for the 2011 World Cup. Mr Tuckey is paid at consultancy rate, and has not been a problem until Sangster’s petition.

Supporters of Mr Tuckey have raised the issue that Mr Tuckey’s pay as well as his choice of accommodation is not a violation of TRU’s constitution, let alone Tongan law. But accusations and various allegations against Sangster have now become public, not that it has not been exposed previously, but is now more relevant to the ongoing public dialogue.

The finances (or the management of it) of the Rugby Board during his time was so bad, that eventually the International Rugby Board, stepped in and asked Government to do something otherwise they would withdraw their support and Tonga may loose out on World Cup participation.

The changes that have taken place in Tonga Rugby have been remarkable, particularly after several years of social tug-of-war between former Board members and those who replaced them.

The financial irregularities that Sangster and his supporters are being accused of, included the following:

1) Between 2006-2008, the TRU had 12 different accounts at the bank. The auditor reported there should not have been that many accounts.

2) In 2006, an account was opened at the ANZ bank that could be drawn by an ATM debit card. There was more than $500,000 in that account. In 2007, this account was closed, but it was not known who had the authority to draw from the account, and who knew the pin number for the ATM card. By the time the account closed, there was no more money in it.

3) There was an amount of $180,000 that was drawn for competition prizes, but not even half of that amount was spent on prizes; the rest is unaccounted for.

4) During the 2006 – 2008 season, money collected at the gates at Teufaiva for games were at most times fully unaccounted for. An example was when money from ticket sales at one game got allegedly stolen from a car that belonged to one of the clerks collecting money. She left the money in her car, and when asked where the money was, she said it was stolen. A number of incidences like this could be recounted.

5) Usually there would be drinking expenditure at bars, paid off by Rugby Union cheques, in the thousands.

6) During 2006 – 2008, it is estimated there could have been up to $5 million spent but there was no proper accounting for it. The auditors claim this unaccounted for money to be “lost”.

Most people have forgotten about these irregularities in the financial management of Tonga Rugby Union during the years of Sangster Saulala’s chairmanship, but his latest initiative against the current chairman has brought these issues into the fore.

Mr Tuckey is reported to have handed in his resignation, but the Prime Minister Lord Tu’ivakano has asked him to stay. If Sangster is only a fly in the ointment, then maybe Mr Tuckey might try and get the Ikale Tahi preparation more vigour as the World Cup is but six months away.

Bob Tuckey was elected vice Chairman of the International Rugby Board (IRB) in April 2004.He was also elected a Director of the Rugby World Cup Board following Australia's successful hosting of the event 2003.Former England captain Bill Beaumont succeeds Bob Tuckey who did not seek re-election at the Annual Meeting of the IRB Council in Dublin.

IRB Chairman Dr Syd Millar paid tribute to outgoing Vice Chairman Bob Tuckey for his invaluable contribution.

The Hon. Minister for Finance and National Planning and Public Enterprises, and Minister responsible for the Rugby World Cup 2011 appointed five members for the new Board of Directors of the Tonga Rugby Union Authority.They are Bob Tuckey, Fakahau Valu, ‘Aminiasi Kefu, Takitoa Taumoepeau and Tapu Panuve.
The reshuffle in the board is due to the International Rugby Board (IRB) taking the drastic action of warning Tonga that there is a risk that it may be suspended from membership in the IRB, and could be kicked out of rugby ahead of World Cup over a power tussle and commercial liabilities in the TRFU board.

Pursuant to section 4(1) of the Tonga Rugby Union Authority Ordinance 2010.His Majesty in Council enacted the Tonga Rugby Union Authority Ordinance 2010 to create the TRUA to take over from the Tonga Rugby Football Union (TRFU) in the national administration of the game of rugby union.This was carried out due to the existing difficulties the TRFU is experiencing, including litigation concerning governance and settling historical commercial liabilities.This state of affairs resulted in the International Rugby Board (IRB) warning Government that unless these challenges are resolved by 29 January 2010, there is a risk that Tonga may be suspended from membership in the IRB, including participation in the IRB Rugby World Cup 2011 tournament in New Zealand.

The basic roles of TRUA are to:
• Take over the national administration of the rugby union in the Kingdom
• Prepare the National team “Ikaletahi” to the IRB Rugby World Cup 2011 tournament
• Improve the administration and financial state of the national administration of the game of rugby union
• Return the national administration of the game of rugby union to the TRFU in a more effective and efficient state that would ensure stability through good governance and financial viability.
