The Tongan government says it does not feel it is necessary to amend the constitution to extend the life of the kingdom's parliament.
Pro democracy campaigners are pushing for new political reforms to be introduced in time for next year's elections.
The government says the changes are too complex to be brought in in time.
However, it is reducing the term of the parliament to two years so the changes can be implemented as soon as possible.
Tonga's Information Minister, Afu'alo Matoto has told Pacific Beat there is not a great deal of popular objection to the way the government is handling the reforms.
"At the moment the government does not feel that it is necessary to amend the constitution and also the legislative assembly legislation to extend the life of the parliament," he said.
"If we do that it means that we could be creating a precedent and people could be using the law to satisfy whatever they would like to do."
