The other issue is who is the "people" and who is "pule'anga". According to the Law, and any interpretation of said laws, the WHOLE PARLIAMENT IS THE PEOPLE, and Cabinet is but a committee, with special privileges sanctioned to handle the administrative responsibilities of the country, accountable to Parliament. This is common interpretation of Parliamentary systems anyways. The Cabinet, simply a committee of Parliament, is endowed with certain privileges to be able to execute the law and policies derived under the laws. Thats why its called the EXECUTIVE. I don't have issues with identifying PTOA only as the "kakai" and then leaving out everybody else as not--the other people's Reps (Independents, Nobles, other parties). Thats a matter of interpretation. Unfortunately, (or fortunately), ours is NOT A PARTY SYSTEM!

Which brings me to my next point: Who won the election? Who has the mandate of Cabinet? As a group, the PTOA had UNDISPUTED MAJORITY. No other political faction came even close to what the PTOA achieved as a group. But, the LAW does NOT give power to whichever political party that has the largest amount of representatives. After general election, the Parliament, a collective of individual members elected by 1. popular vote, and 2. by hereditary clans leaders known as Nobles! They did not come together as a collection of political parties. They came together as collective of popular and nobles representatives. The answer then to the question of mandate lies with PARLIAMENT, not any district, nor party, nor social class or strata. PARLIAMENT will then take the conscious choice of electing a Prime Minister, after voting as individuals. Prime Minister then will choose the majority of his Cabinet from inside the Parliament. And if need be, subject to the approval of Parliament, two extra individuals from the citizenry. That Cabinet is under direct scrutiny of Parliament, and even more so, come next election.

Now, PTOA 'defection' is a perfect test to accountability. Fundamentally who does the MP feel accountable to? Is it the constituency? Is it the party? I am not sure what the MP, the PTOA, and the constituency agreed to when he campaigned. What I am sure of is that his election depended on one thing only-the votes of the constituency. Whether the voters elected him to represent the party to parliament or not, it was they that cast their votes.

Three instances of 'defection' useful for clarification: Akilisi/Isi/Uliti, Sangstar, and now Sifa. Anyways this is in-party politics and there seems to be no transparency, other than the pretension that there is. No Party minutes are published. No Party policy platform. No official policy. There was once a published 'Road Map', but even then it was vague, Tuivakano can argue he is doing the exact same things.

When Akilisi and Isi accepted positions, there was no issues with it called 'defection'. (Another factor here is Sunia Fili and Sitiveni Halapua. Sunia was one of foremost in lobbying the other independents and nobles to vote for Tuivakano. Halapua came up with his 'compromise' version of Nobles-Party coalition to work together using compromise but it wasnt taken seriously as a move forward power-sharing strategy).

After Akilisi pulled out, Uliti moved in to take on the portfolio offered to him. In all instances (Akilisi, Uliti, Isi) there was no issues of conflicts of interests between responsibilities as Cabinet member, MP, and Party representative. Now, the next case is that of Sangstar who took up his post in Parliament, confidently declaring that his constituency has agreed that he take up his post. Whether he is telling the truth or not is not our issue. What I can assume is that he is indeed confident that he wont be thrown out in the next election. Politics is a sort of business that once you are in you would have no other professional choices. Its hard to get out. But here, it seems that the constituency can change their preferences. They have the freedom to do that anyways. I can only assume that Sifa might have approached the same anyway. In terms of getting personal 'riches' out of their tenures as Ministers, i don't think thats going to happen. All of Cabinet members would like that too. But no one would dare that. The other members would sell him cheap to media, and knock him out of Parliament.

That is politics! Its the nature of the beast: I would assume that not one of the MPs would like to be shamed, discredited, or even prosecuted for embezzlement (etc.). It a new system and that will happen. Its happening now to Fred, and he's not even IN Parliament.

So, here's the trick: PTOA member X is offered a seat in Cabinet. He is presented with a virtual dilemma of being publicly shamed as a 'defector/traitor', or getting some benefits for his constituency. His ultimate responsibility rests with the constituency, not the party.

He enters Cabinet, with the hope of making an impact for everyone-Party, constituency, parliament, etc. This is ideal outcome, which is totally workable. However, it is only when he feels safe he won't lose popularity that he will join Cabinet, which is what leads me to believe that he might have talked to his constituency already to get their approval. It is only the constituency's approval (with or without PTOA endorsement) that will allow him to continue his political career. Nobody wants to be shamed as a failure/loser, or worse, a Judas! If the constituency feels comfortable with his performance in Cabinet, obviously he would be re-elected.

Hence, MP X of PTOA enters Cabinet. If Party pressure is too much, and cannot do much, he can always just leave, as they PTOA members have always done. He has the upper hand in blaming Cabinet and its Lord Prime Minister if X's policy recommendations do not go through. He is still right, and Cabinet is still unwilling to "accommodate will of the people". In this way, he has won, in the sense that he has tried to bring enlightenment to Cabinet, so he has made the sacrifice and live up to his principles. Further to that, he has also become However, the other alternative is, he makes progress and Cabinet accommodates. Not just PTOA interests are integrated, but cutbacks for his community. So even in this way, he is able to live up to expectations.

So, in conclusion, I would say that this 'defection' behavior would continue for each and everyone of the PTOA members who has not had his chance of joining Cabinet if invited (Halapua, Sione Taione, and a few others who have not joined). When Sifa returns from Cabinet (if he fails to integrate PTOA interests into Cabinet), the rest of the guys would go along. Only on these conditions: that any PTOA member has not personally deplores joining the Tuivakano Cabinet, and that the Party has consolidate its ground support from the constituencies that they've won. Until then, this will continue.

NOTE: The factional victory after the election was what led the PTOA to midlead itself, acting on overconfidence, that that will cause a natural bandwagoning from other independent MPs. However, after election, the Nobles remained an unaligned group, and the independents realising that they were the 'swing' vote. When the prospects were clear to be within reach, they garnered Nobles support, went for it and won the Prime Ministership. The advantage they had was lack of ideological commitment. It was hard for the PTOA to engage the support of the Nobles because of ideological differences.

The other issue is who is the "people" and who is "pule'anga". According to the Law, and any interpretation of said laws, the WHOLE PARLIAMENT IS THE PEOPLE, and Cabinet is but a committee, with special privileges sanctioned to handle the administrative responsibilities of the country, accountable to Parliament. This is common interpretation of Parliamentary systems anyways. The Cabinet, simply a committee of Parliament, is endowed with certain privileges to be able to execute the law and policies derived under the laws. Thats why its called the EXECUTIVE. I don't have issues with identifying PTOA only as the "kakai" and then leaving out everybody else as not--the other people's Reps (Independents, Nobles, other parties). Thats a matter of interpretation. Unfortunately, (or fortunately), ours is NOT A PARTY SYSTEM!

Which brings me to my next point: Who won the election? Who has the mandate of Cabinet? As a group, the PTOA had UNDISPUTED MAJORITY. No other political faction came even close to what the PTOA achieved as a group. But, the LAW does NOT give power to whichever political party that has the largest amount of representatives. After general election, the Parliament, a collective of individual members elected by 1. popular vote, and 2. by hereditary clans leaders known as Nobles! They did not come together as a collection of political parties. They came together as collective of popular and nobles representatives. The answer then to the question of mandate lies with PARLIAMENT, not any district, nor party, nor social class or strata. PARLIAMENT will then take the conscious choice of electing a Prime Minister, after voting as individuals. Prime Minister then will choose the majority of his Cabinet from inside the Parliament. And if need be, subject to the approval of Parliament, two extra individuals from the citizenry. That Cabinet is under direct scrutiny of Parliament, and even more so, come next election.

Now, PTOA 'defection' is a perfect test to accountability. Fundamentally who does the MP feel accountable to? Is it the constituency? Is it the party? I am not sure what the MP, the PTOA, and the constituency agreed to when he campaigned. What I am sure of is that his election depended on one thing only-the votes of the constituency. Whether the voters elected him to represent the party to parliament or not, it was they that cast their votes.

Three instances of 'defection' useful for clarification: Akilisi/Isi/Uliti, Sangstar, and now Sifa. Anyways this is in-party politics and there seems to be no transparency, other than the pretension that there is. No Party minutes are published. No Party policy platform. No official policy. There was once a published 'Road Map', but even then it was vague, Tuivakano can argue he is doing the exact same things.

When Akilisi and Isi accepted positions, there was no issues with it called 'defection'. (Another factor here is Sunia Fili and Sitiveni Halapua. Sunia was one of foremost in lobbying the other independents and nobles to vote for Tuivakano. Halapua came up with his 'compromise' version of Nobles-Party coalition to work together using compromise but it wasnt taken seriously as a move forward power-sharing strategy).

After Akilisi pulled out, Uliti moved in to take on the portfolio offered to him. In all instances (Akilisi, Uliti, Isi) there was no issues of conflicts of interests between responsibilities as Cabinet member, MP, and Party representative. Now, the next case is that of Sangstar who took up his post in Parliament, confidently declaring that his constituency has agreed that he take up his post. Whether he is telling the truth or not is not our issue. What I can assume is that he is indeed confident that he wont be thrown out in the next election. Politics is a sort of business that once you are in you would have no other professional choices. Its hard to get out. But here, it seems that the constituency can change their preferences. They have the freedom to do that anyways. I can only assume that Sifa might have approached the same anyway. In terms of getting personal 'riches' out of their tenures as Ministers, i don't think thats going to happen. All of Cabinet members would like that too. But no one would dare that. The other members would sell him cheap to media, and knock him out of Parliament.

That is politics! Its the nature of the beast: I would assume that not one of the MPs would like to be shamed, discredited, or even prosecuted for embezzlement (etc.). It a new system and that will happen. Its happening now to Fred, and he's not even IN Parliament.

So, here's the trick: PTOA member X is offered a seat in Cabinet. He is presented with a virtual dilemma of being publicly shamed as a 'defector/traitor', or getting some benefits for his constituency. His ultimate responsibility rests with the constituency, not the party.

He enters Cabinet, with the hope of making an impact for everyone-Party, constituency, parliament, etc. This is ideal outcome, which is totally workable. However, it is only when he feels safe he won't lose popularity that he will join Cabinet, which is what leads me to believe that he might have talked to his constituency already to get their approval. It is only the constituency's approval (with or without PTOA endorsement) that will allow him to continue his political career. Nobody wants to be shamed as a failure/loser, or worse, a Judas! If the constituency feels comfortable with his performance in Cabinet, obviously he would be re-elected.

Hence, MP X of PTOA enters Cabinet. If Party pressure is too much, and cannot do much, he can always just leave, as they PTOA members have always done. He has the upper hand in blaming Cabinet and its Lord Prime Minister if X's policy recommendations do not go through. He is still right, and Cabinet is still unwilling to "accommodate will of the people". In this way, he has won, in the sense that he has tried to bring enlightenment to Cabinet, so he has made the sacrifice and live up to his principles. Further to that, he has also become However, the other alternative is, he makes progress and Cabinet accommodates. Not just PTOA interests are integrated, but cutbacks for his community. So even in this way, he is able to live up to expectations.

So, in conclusion, I would say that this 'defection' behavior would continue for each and everyone of the PTOA members who has not had his chance of joining Cabinet if invited (Halapua, Sione Taione, and a few others who have not joined). When Sifa returns from Cabinet (if he fails to integrate PTOA interests into Cabinet), the rest of the guys would go along. Only on these conditions: that any PTOA member has not personally deplores joining the Tuivakano Cabinet, and that the Party has consolidate its ground support from the constituencies that they've won. Until then, this will continue.

NOTE: The factional victory after the election was what led the PTOA to midlead itself, acting on overconfidence, that that will cause a natural bandwagoning from other independent MPs. However, after election, the Nobles remained an unaligned group, and the independents realising that they were the 'swing' vote. When the prospects were clear to be within reach, they garnered Nobles support, went for it and won the Prime Ministership. The advantage they had was lack of ideological commitment. It was hard for the PTOA to engage the support of the Nobles because of ideological differences.
